De maatregel maakt deel uit van de begrotingsonderhandelingen voor 2026 en moet nog worden goedgekeurd door de Franse Senaat. Volgens de toelichting van Matteï is de bestaande vermogensbelasting ‘economisch inconsistent’ omdat deze enkel onroerend goed belast. Andere niet-productieve bezittingen (zoals goud, kunst, klassieke auto’s en digitale activa) behoren daar niet bij. Met de wijziging wil hij het fiscale systeem meer in lijn brengen met productieve investeringen die bijdragen aan de reële economie. Dit is een verhoging van de huidige drempel van 1,3 miljoen euro. Het tarief wordt vastgesteld op 1% van het vermogen boven die grens, waar het huidige systeem een progressieve schaal hanteert tot 1,5% bij zeer hoge vermogens. Crypto als niet productief vermogen In de toelichting wordt crypto expliciet genoemd als onderdeel van de nieuwe categorie niet productieve goederen. Ook luxeobjecten, privévliegtuigen en zeldzame verzamelstukken behoren daarbij. Daarmee worden digitale activa voor het eerst onderworpen aan een vermogensbelasting, zelfs als ze niet verhandeld worden of rente genereren. De maatregel is bedoeld om investeringen richting de economie te stimuleren, maar zorgt in Frankrijk voor onrust onder cryptobezitters. Omdat populaire cryptomunten vaak worden gezien als langetermijninvestering of bescherming tegen inflatie, zou de maatregel traders kunnen dwingen activa te verkopen om aan de belastingverplichting te voldoen. De belasting geldt uitsluitend voor portfolio’s met een waarde van meer dan twee miljoen euro. Echter wijzen analisten erop dat toekomstige aanpassingen de drempel kunnen verlagen, wat ook kleinere traders kan treffen. Mogelijke impact op Europa De Franse stap wordt binnen Europa nauwlettend gevolgd. Frankrijk behoort tot de landen die binnen de EU vooroplopen met het implementeren van crypto regelgeving onder de MiCA (Markets in Crypto-Assets).
